LONDON BOROUGH OF MERTON ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
(VARIOUS ROADS) (NO. 5) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2019
The London Borough of Merton Council hereby give notice, that to facilitate a programme of footway reconstruction and maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this Notice, they intend to make an Order, the effect of which, during the works, would be to temporarily prohibit-
(a) pedestrians from entering or proceeding on the footways in those roads or lengths of roads; and

(b) vehicular traffic from parking or waiting in those roads or lengths of roads.

Pedestrians affected by a footway closure should proceed via the adjacent footway.
Any designated parking place situated in any of the roads or lengths of roads specified in the Sched­ule to this Notice would be suspended for the duration of the works in those roads or lengths of roads. The works would be carried out under a rolling programme of parking suspension to minimise inconvenience to residents.
The restrictions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and the Disposal of Vehicles Regulations 1986.
Nothing in the Order would apply to: -
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions at the time of any emergency;

(d) any person requiring pedestrian access to properties adjacent to the prohibited footways insofar as access is reasonably practicable without interference with the said works.

The Order would come into force on Monday 1 st July 2019 and the anticipated works dates are listed in column 2 of the Schedule to this Notice. However, the
8. Order would remain in operation for a maximum period of 12 months during which its provisions would be re-introduced should further works be required.
