(Reference 19/103) The Council of the London Borough of Richmond upon Thames propose to make the above Order under sections 6, and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended.

The principal objective of the Disabled Persons' Parking Places Order
is to introduce a number of parking places for disabled persons where a high level of parking makes reasonable means of access difficult, and to discontinue a number of parking places previously provided where the demand for such bays no longer exists.
The Disabled Persons' Parking Places Order will introduce a parking bay for disabled persons' vehicles, operating "at any time' in the following streets:

Temporary Parking Suspension Montague Road, Richmond

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate property refurbishment works they have made a Temporary Traffic Order, the effect of which is to introduce a parking suspension in Montague Road, Richmond.
2. Whilst the works take place, no person shall cause or permit any vehicle to wait or stand in the parking space outside No 21 Montague Road, Richmond.
3. The Order will come into effect on 1 July 2019. The restrictions will be in force at all times from 1 July 2019 until 1 January 2020. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. Nothing in this Notice will apply to:
(a) any vehicle being used in connection with the execution of the said works;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) any vehicle being used for police, fire brigade or ambulance purposes.
5. Any vehicle waiting in contravention of any restriction imposed by the Notice may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Parking Suspension Kew Green, Kew
(Reference 19/098)
1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate the installation of equipment to Kew Gardens and maintain access to Ferry Lane for large vehicles, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Kew Green, Kew.
2. Whilst the works take place,
(a) no person may permit a vehicle to wait or stand in the 2 parking places sited on Kew Green on the south-east side immediately to the east of Ferry Lane and the 2 parking places sited on Kew Green on the south-east side immediately to the west of Ferry Lane. These restrictions shall operate at all times throughout the week from 1 July 2019 until 19 July 2019 inclusive;
(b) the hours of operation of the permit holder bays on Kew Green on its northern arm, the north-west side between a point outside No 63 Kew Green and a point outside No 83 Kew Green shall be extended so that they operate between 10am and 9pm from 9 July 2019 until 14 July 2019 inclusive.
3. The order will come into effect on 1 July 2019. The provisions of the Order will be in force on the dates and times detailed in Paragraph 2 above. The restrictions will be in force whilst signs and/or cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.
5. Nothing in the Order applies to:
(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;
(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or
(c) emergency service vehicles, subject to site conditions at the time of any emergency.
6. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Temporary Road Closure The Green, Richmond

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate telecom cabling works, they have made a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in The Green, Richmond.
2. Whilst the works take place, no person shall cause or permit any vehicle proceed in The Green, Richmond at its junction with Friars Lane, south-eastwards for a distance of 10 metres,
3. The order will come into effect on 1 July 2019. The restrictions will be in force at all times from 1 July 2019 until 10 July 2019 and whilst signs/ cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
An alternative route for vehicles affected by the closure will be available via King Street and Friars Lane.
The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

Temporary Footpath Closure Step Access Between Ranelagh Drive and Kew Riverside Walk, Twickenham

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate painting works to Richmond Lock and Weir footbridge, they have made a temporary Traffic Order, the effect of which will be to introduce a closure to the access to the step access between Ranelagh Drive and Kew Riverside Walk.
2. Whilst the works take place, no person may proceed in the step access between Ranelagh Drive and Kew Riverside Walk.
4. The Disabled Persons' Parking Places Order will also revoke the existing parking bays for disabled persons' vehicles in the vicinity of the following properties: -

The order will come into effect on 24 June 2019. The works are
anticipated to be in progress from 24 June 2019 until 29 November 2019, or until the works are completed, whichever is the sooner. The provisions of the order will be in force at all times where relevant signs are placed. The order will remain in force for a period of 6 months, to allow for unexpected events and possible remedial works.
4. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate a water service pipe repair, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Fourth Cross Road, Twickenham.
2. Whilst the works take place, no person shall cause or permit any vehicle to proceed, wait or stand in Fourth Cross Road between its junctions with Trafalgar Road and its junction with Bedford Road.,
3. The order will come into effect on 1 July 2019. The restrictions will be in force at all times from 1 July 2019 until 3 July 2019 and whilst signs/ cones are in place. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.
4. An alternative route for vehicles affected by the closure will be available via Trafalgar Road.
5. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 16A THE LONDON BOROUGH OF RICHMOND UPON THAMES (SPECIAL EVENTS) (VARIOUS STREET PARTIES) (NO. 2) ORDER 2019 VARIOUS ROADS IN THE BOROUGH (Reference 19/101)
1. The Council of the London Borough of Richmond upon Thames on the 17 June 2019 made the above Order under section 16A of the Road Traffic Regulation Act 1984, as amended.
2. The general effect of this Order is to facilitate the holding of street parties in various streets in the borough to allow residents to celebrate a special event within their community.
3. The streets which will be closed are listed in the Schedule to this notice. Full details of the lengths of street which will be closed and times when the closure will be in force will be contained in the order referred to in the next paragraph.
4. Copies of the Order: -
