NOTICE PUBLICISING A PROPOSED APPLICATION FOR A DEVELOPMENT CONSENT ORDER FOR THE EXPANSION OF HEATHROW AIRPORT
Notice is hereby given that Heathrow Airport Limited ('Heathrow'), whose registered office is at The Compass Centre, Nelson Road, Hounslow, Middlesex, TW6 2GW, intends to make an application (the 'proposed application') to the Secretary of State for Transport for a development consent order ('DCO') to authorise the expansion of Heathrow Airport (the 'Project').
THE PROJECT
The Project is located within and adjacent to Heathrow Airport and includes new development to the north, east, south and west of the existing airport. Heathrow Airport is in the London Borough of Hillingdon; the proposed development is situated within tine local authority areas of Hillingdon, Hounslow, Richmond, Spelthorne (in the county of Surrey), Windsor and Maidenhead, Slough, South Buckinghamshire (in the county of Buckinghamshire) and Three Rivers (in the county of Hertfordshire).
The Project, which will increase by at least 10 million per year the number of passengers for whom Heathrow Airport is capable of providing air passenger transport services, is a nationally significant infrastructure project under section 23 of the Planning Act 2008 and includes the following elements:
a new runway 3,500 metres long to the north­west of the existing airport and supporting aircraft taxiway network;

new terminal and related apron capacity to enable processing of the additional flights and passengers associated with expansion of the airport;

provision and relocation of critical airport related infrastructure such as fuel depots and pipelines and security control posts;

re-alignment of the M25 and alterations to the Junctions 14 and 14a of the M25;

diversion of local roads including the A4, the A3044 and the Southern Perimeter Road including works to existing junctions;

diversion of local rivers, works to existing watercourses, provision of flood storage areas and ecological mitigation around the airport;

provision of new hotels, offices, cargo sheds, car parking, flight catering facilities, and other airport-related facilities (e.g. aircraft maintenance) to enable operation of the expanded airport;

measures for avoiding, minimising and/or mitigating adverse environmental effects likely to arise in connection with the construction and operation of the Project;

other associated works, for example, utility diversions, temporary access roads, highway works, temporary works compounds, work sites and ancillary works;

compulsory acquisition of land, including interests in land, and rights over land, over-riding easements and other rights and the temporary use of land;

the discontinuance of existing restraints on air transport movements at Heathrow Airport set by planning permissions; and

changes to the existing operational regime at Heathrow Airport including: changes to the

runway alternation arrangements; changes to the directional preference for aircraft landing and taking off from Heathrow Airport; and the introduction of new and revised operating restrictions, including a ban on scheduled flights at Heathrow Airport for part of the night period.
ENVIRONMENTAL IMPACT ASSESSMENT
The Project is an Environmental Impact Assessment development as defined in the Infrastructure Planning (Environmental Impact Assessment) Regulations 2017. Heathrow is required to carry out an environmental impact assessment and submit an Environmental Statement with the application for development consent containing information about the likely significant effects of the Project on the environment. Information compiled so far about the Project's likely significant environmental effects is set out for consultation in a Preliminary Environmental Information Report ('the PEIR').

The PEIR and other documents, plans and maps which detail the nature and location of the Project ('the consultation documents') are available for inspection free of charge from 18 June 2019 to 13 September 2019 at the following locations set out below.

Regulation (EU) No 598/2014
The Project includes proposals for new 'operating restrictions' as defined under Regulation (EU) No 598/2014. The consultation documents include information on the proposed operating restrictions, and form part of the engagement being undertaken by Heathrow to reflect the consultation requirements of Regulation (EU) No 598/2014.

Any person may comment on the proposals for the Project presented in the consultation documents.

Individual responses to consultation and publicity may be made publicly available in accordance with the requirements of the Planning Act 2008, but personal details will be kept confidential.
