M4 MOTORWAY - JUNCTIONS 1 -13 TEMPORARY TRAFFIC RESTRICTIONS
Notice is hereby given that Highways England Company Limited intends to make an Order on the M4 Motorway in the County of Buckinghamshire and the Unitary Authorities of Windsor & Maidenhead, Slough, Bracknell Forest, Wokingham, Reading and West Berkshire, under Sections 14(1)(a), 14(1)(b) and 14(5)(b) and as permitted by Section 15(2)(b) of the Road Traffic Regulation Act 1984 because works are proposed to be executed on the road. The effect of the Order would be:-
1) to authorise the phased (in sections) 24-hour closure of:-
a) both carriageways of the M4 between Junction 1 (A4) and Junction 13 (A34);
b) the following connecting roads;
i) the slip roads leading to and from the westbound carriageway of the M4 at Junction 2 (A4);
ii) the slip roads leading to and from both carriageways of the M4 at
Junction 3 (A312);
iii) the slip roads leading to and from both carriageways of the M4 at Heston Services;
iv) the slip roads leading to and from both carriageways of the M4 at Junction 4 (Heathrow Spur/A408);
v) the fast-link road leading from the London-bound carriageway of the M4 to the northbound carriageway of the A408 at Junction 4 (Heathrow Spur/A408);
vi) the fast-link road leading from the southbound carriageway of the A408 to the London-bound carriageway of the M4 at Junction
4 (Heathrow Spur/A408);
vii) both carriageways of the Heathrow Spur at Junction 4
(Heathrow Spur/A408);
viii) the link roads connecting both carriageways of the M25 to both carriageways of the M4 at Junction 4b (M25 Junction 15);
ix) the link roads connecting both carriageways of the M4 to both carriageways of the M25 at Junction 4b (M25 Junction 15);
x) the slip roads leading to and from both carriageways of the M4 at Junction 5 (A4);
xi) the slip roads leading to and from both carriageways of the M4 at Junction 6 (A355);
xii) the slip roads leading to and from both carriageways of the M4 at Junction 7 (Huntercombe Spur);
xiii) the slip roads leading to and from both carriageways of the M4 at Junction 8/9 (Maidenhead Interchange) (A404M/A308M);
xiv) the roads connecting from both carriageways of the M4 to both carriageways of the A329(M)
at Junction 10 (Winnersh
Interchange) (A329(M));
xv) the roads connecting to both carriageways of the M4 from both carriageways of the A329(M) at Junction 10 (Winnersh
Interchange) (A329(M));
xvi) the roads leading to and from both carriageways of the M4 at Junction
11 (Reading Interchange) (A33);
xvii) the roads leading to and from both carriageways of the M4 at Reading Services;
xviii) the roads leading to and from both carriageways of the M4 at Junction
12 (Theale Interchange) (A4);
xix) the road leading from the westbound carriageway of the M4 at Junction 13 (Chieveley Interchange) (A34); and
xx) the road leading to the eastbound carriageway of the M4 at Junction 13 (Chieveley Interchange) (A34); and
c) the bus lane comprising the outside lane of the southbound carriageway of the Heathrow Spur at Junction 4 (Heathrow Spur/A4);
2) to impose a 24-hour 50mph speed restriction (raised to 60 mph when circumstances permit) when works are being performed and the carriageways are open on -
a) both carriageways of the M4 between a point 297 metres east of the centreline of Heston Road underbridge (A3005) west of Junction 2 and the centreline of the A340 overbridge west of Junction 12 (A4);
b) both carriageways of the A329(M) between the B3030 overbridge and the A321 overbridge; and
c) the connecting roads listed in 1(b)(i - xix) above;
3) to impose a 24-hour width restriction of 2.75 metres in lane 3 in the carriageways described in 2) a) above;
4) permit hard shoulder running adjacent to in the carriageways described in 2) a) above and where present on slip roads;
5) permit HGV's in the outside lane of the carriageways described in 1) a) above;
6) authorise the 24-hour closure, as required for the purpose of bridge works, of the following roads crossing the M4;
i) Heston Road underbridge;
ii) Oxford Avenue underbridge;
iii) North Hyde Lane overbridge;
iv) Southall Lane overbridge;
v) both underbridges at M4 Junction 3 (A312);
vi) Harlington High Street overbridge;
vii) both underbridges at M4 Junction 4
(Heathrow Spur/A408);
viii) Holloway Lane underbridge;
ix) Sipson Road underbridge;
x) Harmondsworth Road overbridge;
xi) Old Slade Lane overbridge;
xii) Sutton Lane overbridge;
xiii) both underbridges at M4 Junction 5 (A4);
xiv) Riding Court Road underbridge;
xv) Datchet Road overbridge (B376);
xvi) Slough Road underbridge (A332);
xvii) both underbridges at M4 Junction 6
(A355); and
xviii)Wood Lane underbridge;
7) authorise the 24-hour closure of the following footways and cycle tracks alongside or passing under or over the M4 due to the lack of access owing to works encroachment and the proximity of hazardous equipment whether or not works are in progress, and for bridge works;
i) the pedestrian access adjacent to the London-bound carriageway of the M4 between Monkey Island Lane and Old Marsh Lane, including the New Thames Bridge;
ii) the pedestrian access adjacent to the westbound carriageway of the M4 between the northern end of Meadow Way and Monkey Island Lane, the New Thames Bridge;
iii) the cycle track adjacent to the London-bound carriageway of the M4 between Monkey Island Lane and the western end of the New Thames Bridge;
iv) the footway passing under the M4 linking Durham Avenue and Winchester Avenue;
v) the footways passing under the M4 at Parkway Roundabout (M4 Junction 3);
vi) the footway passing under the M4 south of Fuller Way;
vii) St Peter's Way passing under the M4;
viii) the footway passing over the M4 south
of Little Benty;
ix) The footway passing under the M4 at Langley Roundabout (M4 Junction 5);
x) The footway passing over the M4 linking Riding Court Road to Majors Farm Road;
xi) The footway passing over the M4 approximately 3750 metres west of M4 Junction 5 (A4); and
xii) The footways passing under the M4 approximately 560 metres east of M4 Junction 6 (A355);
These measures would be in the interests of road safety while contractors undertake Smart Motorway enabling works, to include the conversion of the existing hard shoulder into a running lane, the creation of emergency refuge areas, carriageway surfacing and marking, gantry, signage, signalling and electrical works, bridge works, drainage works, barrier, fencing and landscaping works and all associated work. It is expected that the work would last for approximately 3 years starting on or after Monday 20th July 2019. The Order would come into force on 20th July 2019 and continue until completion of the works. It forms a continuation of existing Highways England Orders 2018 No. 724 and 2018 No. 1402 which are hereby revoked. Traffic affected by the closures would be directed to leave and re-join the carriageway when the section closure is between the slips at a single junction; otherwise diverted via other junctions of the M4, and by using the M25, M40, A308(M), A329(M), A404(M), A4, A33, A40, A308, A312, A332, A339, A355, A3290, A3044, A3113, B3270, Rose Kiln Lane, Wharfedale Road, Nene Road, East Ramp, West Ramp, and Tunnel Roads East and West. The diversion in operation would vary according to the closure in force. The temporary closures, speed and lane width restrictions, hard shoulder and outside lane permissions, and diversion routes would be clearly indicated by traffic signs when they are in operation during the works period.
